In August 2012, the Governor formed the Wyoming Refinery Safety Alliance (WRSA) to address safety concerns in the 6 Wyoming refineries and 1 chemical plant. WRSA meets quarterly to collaborate, discuss and share information as it relates to safe refining operations and process safety management. Meetings move from refinery to refinery and offer the opportunity to witness different operations, share lessons learned, create broader networks of experts, and to receive frequent updates from the Wyoming Safety-OSHA team on changes in law. WRSA has determined the need for employee replacements in the next 10 years and sought assistance from community colleges in Cheyenne and Casper and the Department of Workforce Services to train new employees sufficiently in process safety practices to prevent refinery incidents. Upon completion of the training, each business partner has agreed to provide guaranteed interviews to successful and selected students. Each participating refinery pays cost of meetings for its representatives and college courses are funded through workforce development grants and donations from industry.
Prevent/Reduce safety violations and process safety incidents and promote best practices for petroleum/chemical manufacturing in Wyoming and to learn from other facilities.
